OOOOa and OOOO Compliance

The EPA requires new sources completed after September 18, 2015, or existing sources modified after this date, to comply with various emission reduction activities. Well sites and processing plants require Leak, Detection and Repair (LDAR) inspections be performed periodically, as well as leak and repair documentation. These regulations also require that tanks emitting over 6 tons-per-year of VOCs be fitted with vapor recovery systems or enclosed combustion systems to reduce emissions. When these systems are installed, monthly audio, visual and olfactory inspections are required to be completed and documented each month. Reports detailing compliance with these regulations are required to be submitted to the EPA annually as well. Colorado Regulation 7 Compliance

The State of Colorado has passed their own methane reduction regulations for all existing well locations and compressor facilities. This regulation requires monthly audio, visual and olfactory inspections, and required that all sites that emit over 2 tons-per-year of fugitive methane emissions receive annual, semi-annualy, or monthly LDAR inspections, depending on the type of facility. JAKD Solutions can help our clients with facilities in Colorado determine what kind of fugitive emissions they have from their locations, and determine what type of inspections are required. JAKD Solutions can also perform and document all inspections, and perform required repairs to leaking equipment, if needed by our clients.

NMOCD Waste Management Rule

Passed in May of 2021, the New Mexico Oil Conservation Division now has rules limiting the venting and flaring of natural gas during production and gathering operations in the State of New Mexico. JAKD Solutions can provide our clients with services to help comply with the complex requirements of this rule, including Natural Gas Management Plan preparation, Statewide Gas Capture documentation, reporting and assessments, ALARM credit applications and inspections, venting and flaring volume estimation, monthly volume reporting, and venting event reporting and documentation. NMED Ozone Precursor Rule

The New Mexico Environmental Department Oil and Gas Sector - Ozone Precursor Pollutant Rules (NMAC 20.2.50). This rule went into effect on August 5, 2022, and applies to all well sites, tank batteries, gathering and boosting stations, natural gas processing plants, and transmission compressor stations located within Chaves, Dona Ana, Eddy, Lea, Rio Arriba, Sandoval, San Juan, or Valencia counties. This rule requires inspections, leak detection and repair, emissions monitoring, repair, and numerous other requirements regarding limiting ozone precursor emissions on these sites.
